COUNTY OF AMADOR REQUEST FOR PROPOSAL 14-19 Environmental Clearance and Professional Engineering Services for The Rehabilitation of Carbondale Road Bridge over Willow Creek PROJECT DESCRIPTION SUMMARY Amador County Department of Transportation and Public Works (County) is seeking technical proposals for professional engineering and environmental services for the preparation, execution, and completion of work outlined in this Request for Proposal (RFP). The selected Consultant will provide these services to assist the County with the rehabilitation of the Carbondale Road Bridge over Willow Creek (Project). The general scope of services will include, but is not limited to the following: Project Management; Surveying; Geotechnical Investigation; Preliminary Engineering; California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) Clearances, including required Studies, Mitigation Program, and Permits; Environmental clearances will be accomplished according to the most current versions of the Local Assistance Procedures Manual and the Caltrans Standard Environmental Reference (SER) both of which can be found at http://www.dot.ca.gov/hq/LocalPrograms/env.htm; Public Information and Community Outreach; Right of Way Engineering Services, including plat preparation; Final design, including Construction Drawings, Specifications, Special Provisions and Cost Estimates for the Bridge and Roadway approaches; Bidding and Construction Support Services; Preparation of Reports and Documentation in accordance with Caltrans Local Assistance Procedures Manual; Other services necessary to complete the Project. This is a Federal-Aid Project subject to Caltrans Local Assistance Procedures and other Caltrans requirements. All Deliverables, Reports, and Work Products shall be prepared and completed in accordance with Local, State, and Federal standards, where applicable. The County of Amador affirms that in any federally funded contract entered into pursuant to this advertisement, disadvantaged business enterprises (DBEs) will be afforded full opportunity to submit proposals.  The DBE goal for this project has been established at 10%. Qualified responders may acquire a proposal package at the office of General Services Administration located at 12200 B Airport Road, Martell, CA, telephone (209) 223-6375 between the hours of 9:00 a.m. - 4:45 p.m. Monday through Friday; or maybe downloaded from Public Purchase site at www.publicpurchase.com/amadorco,ca. Sealed proposals will be received by the County of Amador Purchasing Office; by U.S. Mail at 12200 B Airport Road, Jackson, CA 95642-9527; by U.P.S., Federal Express, or by other courier to 12200 B Airport Road, Martell, CA; 95654, until 1:30 PM, Thursday, September 4, 2014, at which time sealed proposals will be opened and read in the office of the Director of General Services Administration, located at the above Martell address. Proposals received late, will be rejected and returned unopened.  Telegraph, Facsimile (FAX) and E-Mail proposals will not be considered.
