Rabbit Creek Causeway Culvert Repair Project (Phase Two)

INTRODUCTION
The County of Amador Department of Transportation and Public Works (County) is requesting qualifications from prospective General A Licensed Prime Contractors to prequalify to submit a bid on the Rabbit Creek Causeway Culvert Repair Project (Phase Two). The general scope of services includes constructing a 48-inch replacement culvert under the Rabbit Creek Causeway. The prospective General A Licensed Prime Contractor should also be able to furnish all labor, materials, tools, equipment, and incidentals, and have the ability to do all the work involved for additional work items that may be required for this project including but not limited to; microtunneling, wet extraction of microtunneling equipment, thrust block, head/wing wall, concrete, crane and heavy equipment, traffic control, stage construction, temporary roads, site grading, water pollution control, detwatering, supplying water, and disposing non-reusable water off-site. The County will be furnishing approximately 280 linear feet of project specific 48" OD x 0.750" wall Steel Casing Pipe. The County furnished Steel Casing Pipe will be delivered to the project site by the County. Handling of the furnished Steel Casing will be the Contractor responsibility upon delivery to the project site. This prequalification procedure applies only to this single project and no others.
Notice is hereby given that Amador County has determined that all prospective bidders on Rabbit Creek Causeway Repair Project (Phase Two) must be pre-qualified prior to submitting a bid for this project. It is mandatory that all Prime Contractors who intend to submit a bid, fully complete the pre-qualification questionnaire and be approved by Amador County to be on the final qualified Bidders list. No bid will be accepted from a Prime Contractor that has failed to comply with these requirements.
Prospective bidders may acquire a Pre-Qualification bid package at the office of General Services Administration located at 12200-B Airport Road, Martell, CA or downloaded from Public Purchase site at www.publicpurchase.com/amadorco,ca
Pre-Qualification packages shall be received by the County of Amador Purchasing Office; by U.S. Mail at 1220- B Airport Road, Jackson, CA 95642-9527; by U.P.S., Federal Express, or by other courier to 12200-B Airport Road, Martell, CA; 95654, until 1:30 p.m., Friday, June 13, 2014. Responses received after this deadline will be rejected and returned unopened. Responses received prior to the deadline will be opened in the Office of Purchasing and determinations for qualifying will be sent no later than June 20, 2014. Responders are encouraged to submit their pre-qualification package as early as possible, results will be returned prior to June 20, 2014 for responders submitting early.
Instructions on how to obtain bid documents will be distributed to qualified Prime Contractors who are on the final qualified Bidders list no later than June 23, 2014.
This construction is undertaken with financial assistance from the Federal Emergency Management Agency (FEMA) and is subject to all labor, non-discrimination, prevailing wage rates, and other Federal requirements.
The County has not yet established a DBE Contract Goal for this project.
The County of Amador hereby notifies all prospective bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged & minority business enterprises (DBE) will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
A Mandatory pre-bid conference is scheduled for 9:00 AM on Thursday, June 26, 2014 located on-site at the Rabbit Creek Causeway. Mandatory pre-bid conference instructions and directions will be distributed to the Prime Contractors on the final qualified Bidders list.
Sealed bids will be received by the County of Amador Purchasing Office; by U.S. Mail at 1220- B Airport Road, Jackson, CA 95642-9527; by U.P.S., Federal Express, or by other courier to 12200-B Airport Road, Martell, CA; 95654, until 1:30 PM, Thursday, July 10, 2014, at which time sealed bids will be opened and read in the office of the Director of General Services Administration, located at the above Martell address. Bids received late, will be rejected and returned unopened. Telegraph, Facsimile (FAX) and E-Mail proposals will not be considered.
The Board of Supervisors of the County of Amador reserves the right to accept or reject any or all bids in whole or in part and/or to waive technicalities and/or any irregularities in any bid received if such waiver is in the best interest of the County. All bids will become a part of the official files of the County of Amador without obligation on the part of the County.
