Preparedness involves activities undertaken in advance of an emergency in order to enhance operational capabilities and improve effective response to disasters. This includes an integrated combination of planning, procedures and protocols, training and exercise, personnel qualifications and certification, and equipment certification. The following is a brief description of the some of the activities OES undertakes as part of our preparedness mission:
Planning: OES is responsible for developing and coordinating emergency operations plans for the county and the Amador Operational Area. Additionally, OES works hand in hand with other departments to assist with the development and coordination of their emergency operations plans such as care and shelter plans, local and regional mass evacuation plans, animal care and shelter plans, and public health emergency response plans.
Grants Management: OES manages and administers grants such as the Emergency Management Performance Grants, the Homeland Security Grants, and Hazard Mitigation Grants.
Training: OES sponsors various training courses throughout the year such as fire safety training for field personnel, hazardous materials incident awareness and response training, weapons of mass destruction awareness and response training, and ICS/SEMS/NIMS training.
Exercises: OES, in partnership with various agencies, sponsors or participates in training exercises throughout the year. Exercises range from drills to tabletop to functional to full scale. Exercises conducted here in Amador County in the past include, but not limited to, 2015 Amador/Calaveras Fire Incident Exercise, 2014 Care & Shelter Exercise, the 2008 Neighborhood Evacuation Full-Scale Exercise, a 2008 Long Term Health Care Facility Evacuation Tabletop Exercise, the 2003, 2004 and 2007 Bio-terrorism Exercises, the 2006 Mass Vaccination Clinic Full-Scale Exercise, the 2002 Jackson Valley Flood Functional Exercise and the 2001 Wildland Fire Functional Exercise. Additionally Amador County participates in other agency preparedness exercises in the region or here in the county such as the Pacific Gas & Electric, East Bay Municipal Utilities District, Jackson Valley Irrigation District and El Dorado Irrigaiton District emergency action plan exercises for dam emergencies.
Public Outreach: OES, in partnership with the Amador County Public Health Department and the American Red Cross, provides preparedness information to the public by participating in community events, meeting with neighborhood groups, speaking to community organization groups, or appearing on local media outlets.
Public Information: OES provides general preparedness information to the public through local media outlets and the Amador County web page.
