Notice is hereby given that Amador County General Services will receive sealed bids as follows:
INVITATION TO BID 14-14
Sheriff’s Secure Parking Overlay Project
ESTIMATED CONSTRUCTION COST: $65,000
CONTRACTOR LICENSE REQUIRED: Class A and/or a “C12” Earthwork and Paving
PROJECT DESCRIPTION:
The County of Amador is seeking sealed bids for the furnishing of all labor, tax, bonds, insurance, permits, premiums, shipping, transportation, services, disposal, equipment, materials, and appurtenant facilities to apply a 2” Hot Mix Asphalt overlay with engineering fabric at the Amador County Sheriff’s Office, Jackson, California (the “Project”). Said bids shall be in accordance with the Bid information and documents contained herein and with the laws and regulations set forth by the State of California, building codes and all other applicable regulations.
INSTRUCTIONS TO BIDDERS
Bid information and all documents for the entire project are available for examination at the office of General Services Administration located at 12200-B Airport Road, Martell, CA, telephone (209) 223-6375 between the hours of 9:00 a.m. - 4:45 p.m. Monday through Friday; or maybe downloaded from Public Purchase site at www.publicpurchase.com/amadorco,ca.
Sealed bids will be received by the County of Amador Purchasing Office; by U.S. Mail at 12200 B Airport Road, Jackson, CA 95642-9527; by U.P.S., Federal Express, or by other courier to 12200-B Airport Road, Martell, CA; 95654, until 1:30 PM, Thursday, July 3, 2014, at which time sealed Bid’s will be opened and read in the office of the Director of General Services Administration, located at the above Martell address. Bid’s received late, will be rejected and returned unopened. Telegraph, Facsimile (FAX) and E-Mail proposals will not be considered.
It is the responsibility of the prospective Bidders to verify all aspects of the Electronic Information against the County's official hard-copies of the ITB information and documents.
The DBE Contract Goal is 0.0 percent.
A Mandatory pre-bid on-site conference shall be held at 9:00 a.m., Wednesday, June 18, 2014 at 700 Court Street, Jackson, California. Meeting location will be at the Amador County Sheriff’s Office and Detention Facility.
The successful bidder shall be required to furnish a Performance Bond in an amount equal to one hundred percent (100%) of the Contract price, a Payment Bond in an amount equal to one hundred percent (100%) of the Contract price. All bonds (Bid Bond, Performance Bond, and Payment Bond) must be obtained from a surety admitted under the laws of the State of California and satisfactory to the Amador County Board of Supervisors.
This contract is subject to State contract non-discrimination and compliance requirements pursuant to Government Code Section 12990.
The County of Amador hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, small, disadvantaged, minority & disabled veterans business enterprises (SB & DBE & SDB & DVBE) will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award and further that such contract is subject to State contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.
All bids must be submitted on the Bid Form obtained from the County of Amador and shall be accompanied by a Bid Guaranty of at least ten percent (10%) of the total base bid, in the form of cash, a certified or cashier’s check payable to the County, or a Bid Bond. The successful bidder shall be required to furnish a Performance Bond in an amount equal to one hundred percent (100%) of the Contract price, a Payment Bond in an amount equal to one hundred percent (100%) of the Contract price. All bonds (Bid Bond, Performance Bond, and Payment Bond) must be obtained from a surety admitted under the laws of the State of California and satisfactory to the Amador County Board of Supervisors.
This Contract is funded in whole or in part using funds from the California Emergency management Agency and requires compliance with general prevailing wages rates established by Director of the California Department of Industrial Relations and/or by U.S. Secretary of Labor
Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at County of Amador address and available from the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov/DLSR/PWD. The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are available at http://www.dot.ca.gov/hq/esc/oe/federal-wages. A copy of the Federal minimum wage rates is available at General Services Administration. Addenda to modify the Federal minimum wage rates, if necessary, will be issued to holders of Invitation to Bid.
If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question.
